San Juan LGU probes deaths of cats, dogs in city pound during 'Carina' onslaught
The San Juan City local government on Sunday, July 28, said it has already launched an investigation into the alleged animal neglect in its city pound in Barangay Batis during the onslaught of Typhoon Carina and the enhanced habagat on July 24.

Several photos and videos of the city pound that have gone viral in social media showed cages filled with rescued animals that were allegedly left on their own during the storm. This led to the deaths of multiple cats and dogs under its care.
"It is with profound regret and anger that we address the tragedy that transpired at our City Dog Pound during the onslaught of Super Typhoon Carina. Disturbing photos and videos circulating on social media, along with numerous complaints received by the city, have brought to light the heartbreaking neglect of the dogs and cats left behind during the super typhoon. We understand and share the outrage felt by our residents, animal rights groups, and citizens who have witnessed these appalling images," San Juan's City Legal Department said in a statement.
"We, at the City Legal Department, have already launched a thorough investigation into the incident. We are committed to identifying those responsible for this gross dereliction of duty and ensuring they are held accountable to the fullest extent of the law. This investigation will be swift, comprehensive, and transparent, and we will not tolerate any attempts to obscure the truth or evade responsibility," it added.
The officials assured the public that the city will not tolerate any lapses in the care and protection of animals.
"We condemn these in the strongest possible terms. Our city’s commitment to the humane treatment and protection of animals is unwavering, and we will take all necessary steps to prevent such tragedies from happening again," it stressed.
"Makakaasa po kayo na tututukan po natin ang imbestigasyon sa nakakalungkot na pangyayaring ito at sisiguraduhin nating mananagot ang may kapabayaan (Rest assured that we will focus on this investigation and make sure that those liable will be brought to justice)," San Juan City Mayor Francis Zamora said.
The incident drew condemnation not just from netizens, but also from other pet owners and animal rights groups such as the Philippine Animal Welfare Society (PAWS) and Strategic Power for Animal Respondents Philippines (SPAR).
