House receives proposed P6.352-T budget for 2025; Romualdez says 'mission is clear'

Job creation, quality education, expanded health care, and social protection are among the main thrusts of the P6.352-trillion National Expenditure Program (NEP) or proposed national budget for 2025, the physical document of which was officially transmitted to the House of Representatives on Monday, July 29.
Receiving the voluminous NEP from Department of Budget and Management (DBM) Secretary Amenah Pangandaman during a simple ceremony was House Speaker Martin Romualdez.
Also attending the event at the House of Representatives were other House officials like Majority Leader Zamboanga City 2nd district Rep. Mannix Dalipe, Minority Leader 4Ps Party-list Rep. Nonoy Libanan, and Committee on Appropriations Chairman Ako-Biicol Party-list Rep. Zaldy Co.
“Ang badyet na P6.352 trilyon ay sumasalamin sa ating pangarap na mapabuti ang buhay ng bawat Pilipino,” Romualdez, the leader of the 300-plus-strong chamber said in his speech.

The House, which possesses the power of the purse, received the proposed 2025 outlay in the backdrop of a destructive episode of floods and President Marcos' vow in his State of the Nation Address (SONA) to take better care of Filipinos.
The 2025 NEP is 10.1 percent higher than the current 2024 General Appropriations Act (GAA) worth P5.768 trillion.
“Sa 2025 national budget na ito, inaasahan namin na ibubuhos natin ang pondo para makalikha ng mas maraming trabaho, masiguro ang de-kalidad na edukasyon para sa mga estudyante, at mapalawak ang suporta sa Universal Health Care,” said Romualdez.

“Malinaw ang misyon natin: Ang mabigyan ng trabaho, edukasyon, at alagang pangkalusugan ang bawat pamilyang Pilipino,” added the Leyte 1st district congressman.

Submitted annually by the executive branch to the House following the President’s SONA, the NEP serves as the precursor to the General Appropriations Bill (GAB). Once signed by the President, the GAB becomes the GAA.
The House--through the appropriations panel--intends to finish deliberations on the spending measure before the first recess this year of Congress in October.
Co's committee will begin hearings on the NEP in August.
