Policemen were deployed to Malabon, Marikina and Rizal to distribute hot meals and other assistance to local residents severely affected by widespread flooding due to heavy rains unleashed by typhoon “Carina” last week.
Maj. Gen. Edgar Alan Okubo, director of the Philippine National Police-Civil Security Group (PNP-CSG), said the deployment of his men in Malabon was in compliance with the directive of PNP chief Gen. Rommel Francisco Marbil to extend assistance to the typhoon-affected areas at the height of the “Carina” onslaught.
“Amid the devastation brought by disasters like ‘Carina”, it showed the encouragement for the preservation of humanity, of love to others who are in need,” said Okubo who went to Malabon to personally supervise the distribution of assistance.
In coordination with the Rotary Club of Camp Crame (RCCC) which he leads, Okubo said hot meals and relief items were immediately downloaded not only to the residents of Malabon but also to the residents of San Mateo, Rizal, and Marikina City.
On June 25, a total of 164 families composed of 640 individuals received the assistance along with 90 families composed of 412 persons in Barangay Maysilo.
The following day, a total of 1,400 individuals received assistance in Barangay Concepcion II and another 1,437 persons from 323 families in Barangay Banaba in San Mateo town.
He said coordination with the Donate Philippines led by its president Myrna Reyes distributed packed meals to around 1,450 residents of Barangay Nangka and Conception who sought refuge at the Conception II Elementary School Evacuation Area.
Those who received the assistance, according to Okubo, are local residents who were forced to flee their homes at the height of the “Carina” onslaught due to massive flooding.

“We borrowed mobile kitchen from the PNP-Special Action Force for cooking and heating hot foods on the spot for evacuees and deployed PNP personnel,” said Okubo who used to head the PNP’s elite unit.
During his visit, Okubo received a request for assistance from Barangay Tinajeros chairman Robert Bautista for the deployment of 50 policemen after the dike collapse opened a three-meter wide gap that allowed water from the Tullahan river to continuously flood the 11 barangays.
The request was aimed at closing the collapsed dike and eventually contain the flooding.
Okubo said a number of stakeholders have already committed truckload of sand for the sandbags that will be used to close the collapsed part of Tullhan River dike.

Okubo also led the assessment of the damaged police stations, including the Malabon City Police Station which was heavily flooded. Flood waters entered their lobby and first floor.
He said four of the vehicles were half submerged in flood water.
Okubo said three police sub-stations were also flooded and resulted in flood water damaging office and personal belonging.
