President Marcos wants the processing of business permits in local government units (LGUs) to be done in only 10 minutes.

Anti-Red Tape Authority (ARTA) Undersecretary Geneses Abot disclosed that the 10-minute processing time is now the goal of the President.
"The first things first. Actually, iyong (the) one-day processing time for business permits is already achievable. Hindi lang lahat ng mga (Not all) LGUs are doing it. But the fastest I think is 30 minutes for a city in NCR (National Capital Region) which was able to process a business permit within 30 minutes," Abot said in a post-SONA forum.
“Our goal — we hope to achieve this together with other government agencies, especially the DILG (Department of the Interior and Local Government)— is 10 minutes,” he added. “So, that’s an ambitious number but we want to do that."
At present, some LGUs are processing permits in 30 minutes, while others are in an hour and probably even a day, Abot said.
“But we want that all of the LGUs would be able to have their business process reduced by at least half or more by the end of the year,” the official said.
Abot further said the development of new systems and programs such as the electronic Business One-Stop Shop (eBOSS) Compliance program and the electronic Business One-Stop Shop (eBOSS) help a lot in cutting down processing time for permits and promoting “ease of doing business.”
“We also have the digitalization projects such as the PBRIS which is the Philippine Business Regulations Information System,” he said.
“We also have this program about government services. This is the ARTEMIS, which is the Anti-Red Tape Electronic Management Information System,” he added.
The ARTEMIS is the database of all the government agencies and their services. The services will be accessed by the transacting public and even government agencies.
The PBRIS is another online platform that provides accessible information on the Philippine Regulatory Management System and the laws and regulations that are relevant to the public.
It is mandated by Section 17(k) of R.A. 11032 to serve as a platform for stakeholder consultation and notification and a portal for submission of access to regulatory impact assessment documents.
The two online systems were made with the assistance of the United States Agency for International Development (USAID) and the University of the Philippines Public Administration Research and Extension Services Foundation, Inc.-Regulatory Support Program for National Development (UPPAF-RESPOND).
