PDL escapee from PMA stockade in Baguio City arrested -- BuCor


A person deprived of liberty (PDL) at the Philippine Military Academy's (PMA) stockade in Baguio City has been arrested, the Bureau of Corrections (BuCor) said on Saturday, July 27.

BuCor Director General Gregorio Pio P. Catapang Jr. identified the PDL as Federico Abamonga who was arrested last July 26 in Barangay Pio Del Pilar in Makati City by operatives of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP).

Abamonga, 30, of Block 10, Patola Street, Barangay Tumana, Marikina City has been serving a jail term of eight to 14 years for homicide in a conviction handed down by the Marikina City regional trial court (RTC).

BuCor records show that Abamonga has served his minimum jail term with earned good conduct time allowance (GCTA) for eight years, five months, and 13 days.

Catapang cited the operating units of the National Capital Region Police Office (NCRPO) and Intelligence Service Armed Forces of the Philippines (ISAFP), led by Maj. Eric Pahunang with the re-arrest of Abamonga.

"Ito yung palagi kong sinasabi sa ating mga PDLs na huwag na silang mag tangkang tumakas dahil mahuhuli at mahuhuli rin sila, madagdadagan pa ang sintensya nila, (This is what I always tell PDLs --  do not attempt escape as you will only be re-arrested. It will only add to your prison sentence)," Catapang said.

Abamonga has been turned over to the BuCor records team as of 7 p.m. on July 26. Under the memorandum of agreement between BuCor and PMA, the latter shall monitor the security and activities of the deployed PDL and shall be accountable, in both administrative and criminal liabilities, under the appropriate provisions of the Revised Penal Code, and the Articles of War, in cases of escapes and other incidents deemed prejudicial to the mandates of effective and humane safekeeping and rehabilitation of national PDL. 

In the event of an escape of a PDL while in the custody of the PMA, recovery and retrieval of the escapee shall be properly reported to the BuCor by any fastest means.
