It said that it adopted Metro Manila Council (MMC) Resolution No. 24-19, s. 2024, which was passed on July 24, expressing "its full support for the declaration of a State of Calamity in Metro Manila and enjoined everyone to observe the highest degree of care and vigilance during the onslaught of the southwest monsoon or habagat, intensified by Typhoon Carina."

The declaration of a state of calamity in the city was also recommended by the Pasig City Disaster Risk Reduction and Management Council (PCDRRMC) through Resolution No. 3, 2024.

The resolution was passed and approved during the special session of the Sangguniang Panlungsod of Pasig on Friday, July 26.

"The resolution was passed and approved due to the extreme urgency of [the] situation, as certified by the local chief executive, so that the City Government, through the aid of this legislative measure, can continuously conduct its response efforts to address the effects of the calamity (southwest monsoon, intensified by Typhoon Carina)," it said.

"This state shall remain until lifted by a subsequent declaration," the local government added.

It also said that the same resolution provides authorization to the city to use its Quick Response Fund FY 2024 to provide funds for relief and recovery programs with due observance of existing auditing rules and regulations.
