OCD identifying communities isolated by Typhoon 'Carina'

The Office of Civil Defense (OCD) said Wednesday, July 24, that it would map areas that were isolated due to the combined effects of Typhoon “Carina” and the southwest monsoon (habagat).
OCD Operations Service Director Cesar Idio updated President Marcos Jr. on the current impact of Carina in the country during a situation briefing at the National Disaster Risk Reduction and Management Council (NDRRMC) building in Camp Aguinaldo, Quezon City shortly before noontime.
Marcos, who led the meeting that was attended by heads of different government agencies concerned with response to the impact of typhoon Carina, directed the OCD to provide a map of the communities that were isolated.
“Yes, sir, we can produce,” Idio responded.
Marcos also emphasized the importance of the immediate conduct of search and rescue operations for trapped residents and distribution of relief assistance to affected individuals once the weather permits.
Idio said that a total of 96 road sections and 13 bridges were affected nationwide due to heavy rains and landslides caused by Carina and the enhanced effects of southwest monsoon (habagat), as well as the former tropical depression “Butchoy”.
A total of 423 areas had also been submerged in floodwaters, of which, 117 remained inundated in Central Luzon (Region 3), Calabarzon (Region 4A), Mimaropa (Region 4B), Zamboanga Peninsula (Region 9), Northern Mindanao (Region 10), and Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
Meanwhile, flood in 281 areas in Regions 3, 4B, Central Visayas (Region 7), 9, 10, Davao (Region 11), Soccsksargen (Region 12), and BARMM have already subsided while flood in 25 other areas in Regions 7, 9, 12, and BARMM were already receding.
Earlier in the day, the NDRRMC reported that a total of 882,861 individuals (183,464 families) have already been affected by Carina, habagat, and Butchoy.
More than 612,000 individuals (123,000) families were displaced by the three weather systems since July 18.
Idio said that the OCD has yet to record a casualty related to Carina.
"For the effect of Tropical Cyclone Carina, we have yet to receive casualties," Idio said.
However, the NDRRMC said it was validating four deaths that were recorded by local authorities due to a landslide in Agoncillo, Batangas.
