State workers to get medical allowance starting 2025

The Department of Budget and Management (DBM) plans to allocate approximately P10 billion next year for government employees' medical allowances. 

Budget Secretary Amenah F. Pangandaman said that a total of P9.5 billion had been earmarked for the Miscellaneous Personnel Benefits Fund (MPBF) in 2025, aiming to assist approximately 7,000 workers annually.

“Starting in 2025, government workers will each receive a medical allowance as a subsidy for the availment of Health Maintenance Organization (HMO) benefits or HMO-type benefits,” Pangandaman said.

This budget will cover employees from national government agencies, state universities and colleges, and government-owned or -controlled corporations.

“As you know, health care is a top priority of this administration. Sa pamamagitan po ng pagbibigay ng medical allowance sa ating mga lingkod-bayan, matutulungan po natin silang maibsan ang kanilang medical expenses kung kinakailangan, at masigurong napangangalagaan ang kanilang kalusugan,” said Pangandaman said.

[As you know, health care is a top priority of this administration. By providing medical allowance to our public servants, we can help alleviate their medical expenses when needed and ensure that their health is taken care of.]

The DBM chief also said that P36 billion was allocated for the first tranche of salary increase this year, while noting that the second tranche for next year has also been funded.

Meanwhile, she added that the president is expected to issue an executive order (EO) that would regularize the ranks of contract service workers in government service.

The EO, Pangandaman said, will replace the Civil Service Commission Circular covering the government’s contract of service workers which is set to expire this year.

“The President will issue an Executive Order which will be effective by January next year," Pangandaman said.

"It will transition... those who we can enlist for plantilla positions in the national government...we will gradually bring them into the government," she added.
