President Marcos had to skip the distribution of government assistance to El Niño-affected farmers and fisherfolk in Tablas, Romblon, while the inauguration and turnover of the Rice Processing System II in Piddig Ilocos Norte had to be postponed due to the bad weather on Thursday, July 18.

Presidential Security Command (PSC) chief Brig. Gen. Nelson Morales said they tried to fly from Laoag to Piddig but the rain and the zero visibility did not make their journey possible.
"We attempted to fly, but the weather condition did not permit us to take off," he said.
However, Marcos was able to push through with his visit to Puerto Princesa, Palawan to turn over P100 million in government aid to the provincial governments of Palawan and Marinduque and the local government of Puerto Princesa City.
During the event, Marcos distributed cash assistance worth P10,000 each to 20 select beneficiaries from the region.
In response to the challenges brought by the El Niño phenomenon, the President handed out agri-fishery assistance packages consisting of farm machinery, fishing equipment, seedlings, fertilizers, and financial support as part of the Department of Agriculture's (DA) continued commitment to strengthen the country's agriculture sector.
In addition, the Department of Social Welfare and Development (DSWD), Department of the Interior and Local Government (DILG), Technical Education and Skills Development Authority (TESDA), and the Office of House Speaker Ferdinand Martin Romualdez extended various forms of assistance to identified beneficiaries and attendees of the event.
In his speech, the President assured the people of Mimaropa that the government is undertaking measures to address the effects of La Niña.
"Nag-imbak na po tayo ng mahigit P140 milyong halaga ng food at non-food items kung kinakailangan (We have stored over P140 million worth of food and non-food items should we need it)," he said.
"Kasama na rin po rito ang P5 milyong standby funds para magamit sa inyong rehiyon (This included P5 million in standby funds for your region)," he added.
Marcos said Filipinos can overcome the challenges caused by the two weather events if they continue working together.
"Sa ating pagkakaisa, sigurado ako na malalampasan natin ang anumang hamon at makakamit natin ang ating [mga] mithiin (With unity, I am sure we can hurdle any obstacle and we can fulfill our dreams)," he said.
