Human rights caravan ends today in Bicol Region

The Commission on Human Rights (CHR) is on the last day today, July 18, of its caravan in the Bicol Region to appraise residents of their human rights and how to defend them in case of violations.

The caravan, called "Lakbay Karapatan Tungo sa Kamalayan or 'LaKarAn' is also aimed at informing the Filipinos of the commission's expanded human rights initiatives.

Palpal-latoc said: "LaKarAn features discussions and workshops on various human rights concerns. It provides a crucial venue for consultation between the community and the CHR on different human rights issues present on the ground, ensuring a collaborative and informed approach to addressing the issues."

"LaKarAn" has been conducted in the Cordillera Administrative Region, Western Visayas, Northern Mindanao, Central Visayas, MIMAROPA and Caraga Administrative Region.

In the Bicol Region, Palpal-latoc said that during the caravan the CHR will inaugurate the commission's Region V Building Phase II: Gender and Development (GAD) Training Hall in Legaspi City.

"The inauguration of the GAD Training Hall will delegate the CHR Region V as a hub for our GAD initiatives," Palpal-latoc said.

"It will provide a safe and dedicated space for gender concerns that will benefit the whole commission across its pillars of human rights protection, human rights promotion, prevention of human rights violations, and creation of human rights policies," he stressed.

He also said that the caravan features lectures on basic human rights principles and orientations about the human rights action centers (HRAC) for the local government units and community leaders.

He added that the lectures and orientations will encourate public officials and community leaders to plan and establish their own HRACs within their communities.

Through the caravans held in various regions in the country, the CHR has conducted Human Rights 101 Training for over 270 members of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP), Palpal-latoc said.

He also said that Paralegal Training and Workshops have also been provided to 900 Barangay Human Rights Action Officers, city officials, and 670 representatives from local civil society organizations.

As a result, he said, Human Rights Defenders Ordinances and other human rights and gender-related local ordinances have also been enacted in key cities through the caravan.
