Manokan Country tenants urged to pay arrears in 18 months

BACOLOD CITY – Manokan Country tenants were urged to complete the payment of their arrears to the city government within 18 months to enable them to transfer to the new building.

Mayor Albee Benitez met tenants at the Bacolod City Government Center (BCGC) on Wednesday, July 17, for a dialogue, a day after the closure of their stalls within the Manokan Country on the reclamation area in Barangay 12 here on Tuesday, July 16.

Despite their initial opposition to vacate the area due to livelihood concerns and limited space, the tenants finally agreed to move to the temporary facility after series of negotiations.

Their intent to move to the temporary facility provided by SM Prime Holdings Inc. at the parking lot of SM City Bacolod just across Manokan Country was confirmed through a letter of intent they submitted to the mayor.

However, it was discussed during the meeting that tenants with arrears must follow a payment plan set by the City Treasurer’s Office or else they will lose a chance to secure a space in the temporary facility and later in the permanent site.

The CTO has yet to release an updated amount of arrears as they will have to compute the amount after suggestions were made.

Some of the tenants have not paid their arrears for years while others have paid in staggered amounts.

Councilor Celia Flor, chairperson of the Sangguniang Panlungsod Committee on Markets, said tenants have asked the mayor if the city could waive the surcharge and penalties of their arrears. 

According to the CTO, the city is allowed to waive the surcharge but only for five years based on the Local Government Code, the councilor added.

Flor said that 16 tenants with updated payments will be prioritized for the new Manokan Country while about 10 tenants with no payment need to pay a substantial amount to enable them to secure slots in the temporary facility.

Once tenants occupy the temporary facility, Fr. Ferrero St. will stay as an extension of the Manokan stalls and will be closed to vehicles. A canopy will cover the entire strip for dining comfort.

Tenants assured the mayor that they will start to process the transfer of their utilities, water and electricity, to the temporary facility.

The city government, in collaboration with SM Prime Holdings Inc., aims to redevelop the iconic Manokan Country to boost tourism and economic growth in the city, with a much-improved look and service. The P4-billion redevelopment project is tentatively targeted to be completed by next year.
