LPP: Garcia, Cua named top performing governors

Cebu Gov. Gwen Garcia and Quirino Gov. Dakila “Dax’’ Cua  obtained the highest performance ratings based on the recent survey conducted by the RPMD Foundation Inc. (RPMD), the League of Provinces of the Philippines (LPP) stated.

Based on the RPMD Foundation report, the LPP noted that Garcia obtained a 93.8 percent rating with Cua coming in closely with a 93.2 percent grade in the job satisfactory score category during the “most recent’’ independent and non-commissioned survey conducted at the beginning of 2024.

Governor Dodo Mandanas of Batangas secured a 91.9 percent rating and Governor Ann Hofer of Zamboanga Sibugay closely followed with 91.8 percent grade with both sharing the second position while Governor Toto Defensor of Iloilo ranked third with a score of 90.3 percent.

In the subsequent rankings, Governor Bai Mariam Mangudadatu of Maguindanao del Sur earned 82.6 percent, placing fourth while Governors Reynaldo Tamayo of South Cotabato and Pax Mangudadatu of Sultan Kudarat were statistically tied for fifth place with scores of 81.5 percent and 81.3 percent respectively.

Governor Matthew Manotoc of Ilocos Norte and Governor Henry Oaminal of Misamis Occidental shared the sixth spot with scores of 80.2 percent and 79.9 percent respectively while Governor Damian Mercado of Southern Leyte followed with 78.7 percent, placing seventh alongside Governor Niño Uy of Davao Oriental, who received 78.5 percent.

Governor Luigi Villafuerte of Camarines Sur and Governor Aurelio Umali of Nueva Ecija got scores of 77.3 percent and 76.9 percent respectively, placing them in the eighth position while Governor Humerlito Dolor of Oriental Mindoro secured the ninth place with a score of 75.4 percent.

Rounding up the top ten were Governor Robert Barbers of Surigao del Norte with 71.8 percent and Governor Melchor Diclas of Benguet garnering a 71.3 percent score.

In a statement, the LPP stated that the RPMD's evaluation framework is rigorous and multifaceted, assessing governors across several critical parameters. 

These include adherence to legal and ethical standards, strategic vision and planning, decision-making and problem-solving abilities, financial stewardship, crisis management strategies, development of public services, economic and social initiatives, community engagement, and innovations in public service.

“The "Boses ng Bayan" national survey by RPMD, conducted from March 18-24, 2024 (1st quarter), involved 10,000 adult participants and provided a robust analysis of regional public opinion with a margin of error of +/-1% and a 95% confidence level. This survey serves as a critical tool for evaluating Provincial Governors in the Philippines, fostering transparency, accountability, and continuous governance enhancement for the betterment of public service and community development nationwide,’’ the LPP continued.
