Marcos touts ‘major infra upgrades’ in Laguna, nearby areas after NEDA meeting


President Marcos cited the Laguna Lakeshore Road Network (LLRN) project, a planned expressway from lower Bicutan, Parañaque to Calamba, Laguna, for the benefits it will soon bring every Filipino.

In a Facebook post on Tuesday, July 16, the Chief Executive said the LLRN project will bring major infrastructure development in Laguna and nearby areas.
 

“Laguna and nearby areas are set for major infrastructure upgrades with the Laguna Lakeshore Road Network (LLRN) project, while the Project Development and Monitoring Facility (PDMF) ensures our public-private partnerships deliver real benefits to every Filipino,” he wrote.
 

The President said this after the 19th National Economic Development Authority (NEDA) Board Meeting with government officials at the Malacañan Palace on Monday, July 15.
 

The LLRN project, according to the Asian Infrastructure Investment Bank, is a proposed 37.4-kilometer expressway connecting lower Bicutan and Calamba, Laguna via an 11.7-kilometer viaduct from lower Bicutan to Tunasan and a 25.7-kilometer combination of shoreline viaduct and embankment from Tunasan to Calamba.
 

The planned Phase 1 of the expressway will be an access-controlled road with eight interchanges— Lower Bicutan, Sucat, Alabang, Tunasan, San Pedro/Biñan, Santa Rosa, Cabuyao, and Calamba—and access roads to existing road networks.
 

The Department of Public Works and Highways (DPWH), the lead proponent of the project, said in its proposal that the LLRN project is one of the seven projects under the Infrastructure Preparation and Innovation Facility (IPIF) that aims to support the agency “to deliver more effective, efficient, and innovative infrastructure projects all over the country.”
 

It aims to cater the areas in the vicinity of Laguna de Bay.
 

LLRN Phase 1 cost P175 billion, and will be funded through a loan from the Asian Development Bank (ADB), which is being reviewed by NEDA.
 

The NEDA board meeting with the President was attended by Executive Secretary Bersamin Lucas, Chief Presidential Legal Counsel Juan Ponce Enrile, NEDA Secretary Arsenio Balisacan, Department of Finance (DOF) Secretary Ralph Recto, Special Assistant to the President for Investment and Economic Affairs Frederick Go, Department of Budget and Management (DBM) Secretary Amenah Pangandaman, Department of Transportation (DOTr) Secretary Jaime Bautista, Presidential Communication Office (PCO) Secretary Cheloy Velicaria-Garafil, and other government officials.
