'Nasayang ang pagod at hirap': Bato laments Marcos veto on PNP reform bill

Senator Ronald "Bato" Dela Rosa lamented President Marcos' decision to veto the proposed Philippine National Police (PNP) reform bill, something he "passionately shepherded" by highlighting its urgency.

The former PNP chief said that Senate Bill 2249 and House Bill 8327 or An Act Providing For Organizational Reforms In The Philippine National Police, endorsed by the PNP and the Department of Interior and Local Government (DILG), seek to address the legislative gap that the national police force has been forced to work with, for well over a decade.
"Malungkot man sabihin pero tila nasayang ang pagod at hirap, hindi lamang ng Kongreso, kundi pati na rin ng DILG, NAPOLCOM (National Police Commission), at PNP sa pagbalangkas ng PNP Organizational Reform Bill (Sad to say but it seems that all the hard work, not only of the Congress, but the DILG, the NAPOLCOM and the PNP in creating the PNP Organizational Reform Bill was wasted)," Dela Rosa said ina statement.
He mentioned that their partner agencies as well as his colleagues in Congress acknowledged the urgency of its passage.
"And yet, today, it seems the final word is a refusal to acknowledge that urgency," he said.
"The irony is not lost on me, and it is precisely that irony that is so disheartening," he added.
In a statement, Executive Secretary Lucas Bersamin said among Marcos' reasons for rejecting the bill was that it enables changes to police salaries that could cause unfair disparities among officers.
In addition, the bill creates new offices within the PNP, which could lead to unnecessary bureaucracy and inefficiency.
According to Bersamin, some parts of the bill are unclear, particularly regarding retroactive benefits for officers.
Despite this, Bersamin said President Marcos remains steadfast in his commitment to supporting the PNP and ensuring that any reforms are fair and effective.
Dela Rosa is hoping that Malacañang would consider the urgency of a law that will reform the PNP.
The former top cop also hopes that those involved in drafting the bill would not lose the motivation to assist the Senate, especially in creating laws that would foster better conditions for the police force.
"Dahil alam natin na ang patuloy na pagsasaayos ng PNP ay malaking hakbang sa pagpapanatili ng kapayapaan at kaayusan sa ating bansa. Lalo na dahil itinataguyod at ipinagmamalaki natin ang isang bagong Pilipinas (We all know that organizing the PNP is a huge step in maintaining peace and order in our country. Especially that we're establishing and taking pride in a new Philippines)," he said.
"Umaasa po ako na darating din ang pagkakataon na magtatagpo rin ang mga pangarap natin at ng Malakanyang para sa ating kapulisan. Lagi’t lagi, handa po akong tumulong para maisakatuparan ito (I am hoping that a time will come that ours and Malacanang's dreams for the police will align. I'll always be prepared to make that happen)," he added.
