Marcos says PH has a 'strong voice' as climate disaster fund board host

The Philippines will now have a formidable voice as the host of the inaugural Loss and Damage Fund board, the global fund that aims to help vulnerable nations address the impact of climate change caused by rapid industrialization, President Marcos said on Wednesday, July 10.

Calling the announcement of the Philippines as host of the fund a “very good news,” the Chief Executive stressed that the fund will help vulnerable countries like the Philippines deal with the environmental impact of the industrialization of developed countries.

The board, which Manila will now host, will decide where to put the fund given by developed countries.

“Kaya naman ay magiging malaki ang ating impluwensiya para lahat ng ating pangangailangan, lahat ng ating pananaw tungkol dito sa subject matter na ito ay maaari nating sabihin at maaring magka-influence tayo, sasabihin natin hindi niyo naisip ito o ang kailangan niyo na gawin ay ganito (Our influence will be huge for our needs, our views on this subject matter will be heard and we can influence, we will tell them to think about this or you should do this),” he said in a media interview in Rizal.

“Lahat ng mga ganyan, may boses tayo na malakas (All of those, we will now have a strong voice),” Marcos added.

Using the Philippines as an example, Marcos explained that although the country did not contribute to climate change and global warming, it has been severely impacted by the El Niño phenomenon and typhoons, which were results of industrialization.

“Wala naman tayong kinalaman diyan. Kaya naman dapat suportahan tayo ng mga developed countries (We don’t have anything to do with those. That’s why developed countries need to support us),” he said.

In 2023, the President emphasized the Philippines’ intention to host the fund. After the 28th session of the Conference of Parties concluded, it secured a seat on the board.

According to the United Nations Climate Change (UNCC) website, the fund will focus “on addressing loss and damage to assist developing countries that are particularly vulnerable to the adverse effects of climate change in responding to economic and non-economic loss and damage associated with the adverse effects of climate change, including extreme weather events and slow onset events.”

Reports showed that rich and developed countries account for most of the world’s greenhouse gas emissions.

They have pledged $700 million to the fund.
