Police said these were nine vacuum-sealed aqua blue plastic packs, one opened transparent plastic pack, and one opened aqua blue plastic pack.
Residents had earlier found a gray sack floating near the rocky shoreline on June 16 containing several aqua blue packs with foreign characters and the words "Cai Yun Li" but paid no attention to them as they thought that they only contained "tawas" or alum, a deodorant.
After reading an informative leaflet about a similar recovered plastic pack containing suspected shabu days later, a resident sought assistance from a kagawad or councilor of Barangay Baruan to verify the discovery.
On July 9, they revisited the area and recovered the packages and were turned over to barangay officials who subsequently reported the find to the Agno Municipal Police Station.
Inventory and marking were conducted on site in the presence of media, Department of Justice representatives, and barangay officials in compliance with mandatory legal requirements.
Meanwhile, the Ilocos Norte Provincial Forensic Unit said that a similar light blue plastic pack with markings Cai Yun Li surrendered to authorities in Burgos, Ilocos Norte with white crystalline substance tested positive for shabu. It weighed 997.62 grams with a standard drug price of P6,783,816.
Police Brig. Gen. Lou F. Evangelista, Ilocos police chief, said that law enforcement agencies supervised and witnessed these operations, cementing their commitment to the fight against illegal drugs in the region.
