Any human rights complaint, plea for assistance? Access online CHR MISMO
Do you have urgent human rights complaints that need to be addressed anytime of the day? Or do you have any request from the Commission on Human Rights (CHR) that needs immediate action?
The answer: Access CHR's online portal CHR MISMO starting today, July 1.
CHR MISMO (Management Information System Monitoring Outlet), is an innovative online portal that digitalizes the process of filing complaints and requests. It is the CHR's response to the evolving technological demands of the times.
During its launch last May, the CHR said its CHR MISMO is client-friendly and user-friendly, with availability in Filipino and English languages to ensure broad accessibility. It also said the portal is easy to navigate and visually intuitive.
In a statement, the CHR said "The launching of CHR MISMO represents a transformative change in how complaints and requests are handled by the Commission. Victims of human rights violations (HRVs) can now easily file complaints online by providing the necessary information for case assessment."
"Once submitted, the system automatically forwards the complaint to the appropriate CHR offices for review and action. Additionally, clients can track the status and progress of their cases in real-time, ensuring transparency and accountability," it said.
Even those who are not technological savvy can access the portal and ask questions through its "Need Help?" button, it also said.
By pressing the "Need Help? button, they will be able to reach a Citizens’ Help and Assistance Desk (CHAD) officer who is available 24/7, and client feedback forms are also available to help the CHR improve its services, it added.
"CHR MISMO also provides a wide range of additional services as outlined in the Citizen’s Charter. These include technical assistance, interview requests, accreditation for civil society organisations (CSO) partnerships, clearance applications, and requests for data and statistics, among others," the CHR said.
CHR Chairperson Richard Palpal-latoc shared that the creation of CHR MISMO is a significant step for the CHR to modernizing and digitizing its services. "This platform is designed to streamline processes and make our services more accessible to everyone, particularly to the disadvantaged and marginalized," he said.
With only 16 CHR regional offices across the country, Palpal-latoc acknowledged that it can be more challenging for some to access the CHR's services.
The CHR recognized these barriers and developed the CHR MISMO platform to enhance promptness, accessibility, and efficiency in service delivery, particularly in remote areas and for individuals unable to visit physical CHR offices to file complaints, he said.
This initiative also aligns with the Quality Management System (QMS) and Anti-Red Tape Authority guidelines, which aim to ensure the effectiveness and responsiveness of public services, he also said.
The CHR said "the success of this project is a testament to the dedication of CHR’s key personnel who have worked tirelessly to bring this vision to life," the CHR continued.
It also said: "The Commission also acknowledges Atty. Josiah Quising for his effort and recommendation for a centralized management information system to track and monitor HRVs. His contributions have been instrumental in prompting the Commission to conceptualise and advocate for a more accessible platform for human rights services and the public."
