Teachers welcome suspension of performance system, reiterate calls for 'substantial' pay hike
Metro Manila public school teachers on Sunday, June 9, welcomed the suspension of the performance system, reiterated calls to scrap burdensome evaluations, and pressed for substantial salary increases and just benefits.

“We laud President Marcos' move to review the Results-Based Performance Management System (RPMS) as this has been a major source of stress and unnecessary workload for teachers after a school year,” said Alliance of Concerned Teachers - National Capital Region (ACT-NCR) Union President Ruby Bernardo in a statement.
Marcos ordered the suspension of the implementation of the government’s RPMS and Performance-Based Incentive System (PBIS), which teachers have long decried as an “added burden” that does little to improve the quality of education in the country.
“Instead of wasting time and resources on these empty and burdensome bureaucratic exercises, the government should focus on providing substantial salary increases and better working conditions for teachers,” said Bernardo, a public school teacher from Quezon City.
Bernardo emphasized that the RPMS and other similar “neoliberal” policies have only served to increase teachers' paperwork requirements without providing meaningful support or incentives for their professional growth and development.
“A salary increase that is truly commensurate with our vital role in society is long overdue and will go a long way in uplifting the morale and welfare of our educators,” she said.
ACT has been calling for a salary of P50,000 for Teacher I and P33,000 for Salary Grade I.
Meanwhile, Bernardo also called on Marcos to engage with ACT NCR Union and ACT Philippines in crafting appraisal mechanisms that give justice to the teaching profession.
“We urge the President to listen to the voices of teachers on the ground and work closely with our unions and organizations,” she said.
