Senator Raffy Tulfo has filed a Senate resolution seeking an investigation in aid of legislation on the influx of Chinese nationals inside the Multinational Village in Parañaque City.

In filing Senate Resolution (SR) No. 1043, Tulfo noted that resident-homeowners of Multinational Village have been persistently complaining about such influx in their community since 2019 when Chinese workers purportedly employed by Philippine Overseas Gaming Operators (POGOs) started moving into their village.

“Kamakailan ay sunod-sunod ang mga natatanggap ko na reklamo mula sa mga homeowner ng Multinational Village sa Parañaque City tungkol sa pagsakop na ng mga Chinese national sa kanilang lugar. Nagmistulang Chinese territory na raw ang kanilang subdivision (Recently I have received complaints from homeowners from the Multinational Village in Parañaque City regarding the influx of Chinese nationals. It appears that the subdivision is now a Chinese territory),” he said.

“May duda rin ang mga residente na maaaring may mga POGO nang nagooperate sa loob ng kanilang village (Residents suspect that thare is a POGO operating inside their village),” he added.

In March 2020, the Senate Blue Ribbon Committee initiated an inquiry into the questionable influx of Chinese nationals in Multinational Village but the Covid-19 pandemic overtook it.

Four years after this concern was initially brought to light, Tulfo noted that “resident-homeowners of Multinational Village continue to live in fear for their security".

Last May 2, 2024, a group that includes 10 Chinese nationals was arrested inside a house in the Multinational Village for violation of the Anti-Trafficking in Persons Act (R.A. No. 9208), Alien Registration Act (R.A. No. 562) and Cybercrime Prevention Act (R.A. No. 10175).

Tulfo also cited reports that some houses built for single families have as many as 40 POGO workers living in them, thus violating Multinational Village's R-1 category, which means that houses therein should only be for a single family.

The senator from Isabela and Davao maintains that it is imperative to identify possible policy interventions to address this issue.

He has already asked the Presidential Anti-Organized Crime Task Force, National Bureau of Investigation and Bureau of Immigration to investigate the status and activities of the Chinese nationals in Multinational Village.

“Nangako naman ang nasabing mga ahensya na agad nilang aaksyunan ito (The said agencies vowed to act on this immediately),” said Tulfo
