Solicitor General Menardo Guevarra has admitted that the filing of a quo warranto petition against controversial Mayor Alice Guo of Bamban, Tarlac is a very complicated proposition. 

Guevarra explained the reason why on Monday, June 3 during a chance interview with House reporters. 

"Well, the information is quite magulo (confusing). It's kind of complicated. You all know that, no? (right?)" said the official, who attended an oversight hearing of the Committee on Appropriations at Batasan Complex. 

According to the former Department of Justice (DOJ) secretary, a lot of Guo's public statements have been total head-scratchers. This is apparently aggravated by what other people have said about her. 

"You're listening to her testimony and the testimony of other people before the congressional hearing. So, we are encountering the same problem insofar as the OSG (Office of the Solicitor General) is concerned," Guevarra said. 

"There seems to be a lot of conflicting information, if not disinformation. So, we need to be able to discern what evidence will be competent enough to hold before a court of law," added the State's top lawyer. 

Asked to specify a complicated aspect of Guo's case, Guevarra answered: "Her citizenship is the most important, critical question."

"But we need to look at so many documents like her birth certificate, the fact of late registration, the nationality of her parents, and so forth and so on. Because all of those matters will have a bearing on her citizenship," he explained. 

"And that's what we're trying to find out. And we do not want to tell everyone about our findings until we have gathered all the necessary information. I do not want to make conclusions based on incomplete data or evidence. So, I hope you will understand that," he told the journalists. 

A quo warranto case is a challenge to a public official's right to his or her office. If the case is successful, then Guo could be unseated.
