10-year employment plan to generate 3 million jobs by 2028, Marcos says
The country's decade-long employment masterplan is expected to generate at least three million jobs by 2028, President Marcos said.

Marcos said the 10-year employment plan dubbed as "Trabaho Para sa Bayan (TPB) Plan" will be one of the driving forces to help create at least three million new jobs by the time he steps down from office.
“In line with our priorities, and the outcomes that we desire, and strategies stated in the Philippine Development Plan, the Philippine Labor and Employment Plan, the Strategic Investment Priority Plan, and the Workforce Development Plan, the TPB Plan will be one of the driving forces to help create at least three million new jobs by the year 2028,” Marcos said during the 2024 National Employment Summit held at the Manila Hotel on Thursday, June 27.
In order to achieve the projection, the Chief Executive called on the labor sector to vigorously implement the masterplan with the goal of reaching the workers’ fullest potential as active participants in nation building.
“So let us lay the groundwork that will ensure that the next decade will be a decade of meaningful employment and economic growth,” he said.
Marcos also assured Filipinos that the administration is working double time to address underemployment and unemployment in the country.
“Beyond generating employment, what we want to achieve is creating quality jobs, with special emphasis on ensuring workers’ welfare, empowerment, competitiveness, and security in all sectors of our labor sector,” he said.
“This is why the government is working doubly hard to address the proverbial problems that we have always faced — job-skills mismatch, underemployment, [and] unemployment through the reforms in our basic education curriculum, the embedding of TVET in the Senior High School curriculum, and the implementation of employment facilitation initiatives,” he added.
Technical and Vocational Education and Training (TVET) in Senior High Schools is aimed at bridging the skills and employment of young Filipino leaders.
Records from July 2022 to May 2024 showed that 2.746 million learners graduated from various TVET programs.
The TPB Plan is a 10-year roadmap that serves as the government’s guide towards greater employment generation and recovery.
