Koronadal City's Perez and Cagayan de Oro's Toylo will face 39 teams, including defending champion Wales which is composed of Gerwyn Price and Jonny Clayton – in the four-day tournament that offers €80,000 (around P5 million) for the grand winner.
Perez and Toylo, who will make his debut in the European tilt, are bracketed in Group A along with fifth seed Belgium and Singapore.
The top four seeds in England (1st), Wales (2nd), the Netherlands (3rd), and Scotland (4th) have earned a bye and will begin their respective campaigns in the second round.
Perez, 42, is determined to bounce back after his poor showing in the Professional Darts Corporation (PDC) Players Championship 11th and 12th events where he was eliminated early.
In last year’s edition, Perez, the first-ever and only Filipino who earned a PDC Pro Tour card, teamed up with Lourence Ilagan at the same German city where they barged into Round of 16 but lost their steam and fell to Peter Wright and Gary Anderson of Scotland, 8-5.
Before bowing out in the contest, the Philippines went undefeated in Group I after stunning 13th seed Czech Republic (4-1) and Singapore (4-1).
