Japan commits Y327 million (approximately ₱121 million) for the scholarship project, which will fund the master's degree education of 20 young Filipino Civil Servants starting in the Academic Year 2025-2026 at premier universities in Japan.
The Japanese Grant Aid (JDS) is a component of Japan's support for the human resource development initiatives of the Philippines, aiming to enhance the expertise of the JDS fellows in their respective fields, thereby contributing to the development of their country.

JDS fellows are expected to contribute to the socio-economic development of their respective countries, by actively engaging in policy formulation and implementation of social and economic development policies when they complete the program and return to their home country.
Through the JDS program, young leaders are also able to understand the Japanese society, learn about common interests and work towards common goals. The JDS program creates a system where academic exchanges, which include immersion and exposure to various fields, become a tool for strengthening international relations.
The Project for Human Resource Development Scholarship has been started in the Philippines since 2002. Up to the year 2022, total of 439 Fellows have been sent to Japan.
