Senator Sherwin Gatchalian on Wednesday, June 19 reiterated his belief that Bamban Mayor Alice Guo was able to deceive the national government, citing documents that would prove her real identity as Guo Hua Ping.
Gatchalian had earlier shared a document provided by the Board of Investments (BOI) from the Guo family’s application for Special Investors Resident Visa (SIRV) and the Bureau of Immigration (BI).
The document show that Alice Guo “might be Guo Hua Ping who entered the Philippines on January 12, 2003” at 13 years old, with her real birth date on Aug. 31, 1990.
According to Gatchalian, Guo Hua Ping’s registered mother under the SIRV is Lin Wen Yi.
“Kapag 13 years old ka na, kahit paano may matatandaan ka. Ako natatandaan ko yung 13 years old na kabataan. Hindi lahat. Honestly, pero alam ko kung sino mga kaibigan ko, saan ako lumaki. Kasi 13 years old, approximately parang Grade 6 to first year high school ka na. So, more or less may naalala ka na (If you’re 13 years old, somehow you can remember something. I remember my days as a 13 year old. Not all. But honestly, I know who were my friends and where I grew up. At 13 years old, approximately you are Grade 6 to first year high school already. So more or less you remember something),” Gatchalian said.
During the Senate’s investigation into the Philippine Offshore Gaming Operators (POGO), Guo claimed to have forgotten memories of her childhood when she was grilled about her citizenship.
According to Gatchalian, Guo’s failure to remember, is an attempt to lie before the Senate.
“Yan ang patunay na dahil hindi nga siya lumaki dito. Kaya hindi niya maikwento na lumaki siya sa China (That’s proof that she did not grow up here. She cannot say that she grew up in China),” he reiterated.
“Impossible na makukwento dahil dapat manindigan siya sa kanyang pagka-Pilipino (It’s impossible for her to say because she has to stand firm that she is a Filipino),” Gatchalian said.
Since she lied, Gatchalian said the documents from the Board of Investments (BOI) and the Bureau of Immigration (BI) can be used to file a co-warantor case against her before the Office of the Solicitor General (OSG) so she can be removed from her government position.
“At ito ang mga ebidensya na ito, magagamit rin natin doon sa sinasabi na natin malaking butas sa ating proseso (and we can use this evidence to plug the loopholes in our processes),” he said.
“In fact...if we take back, umurong tayo ng konti at tignan natin buong picture, nalusutan tayo. Imagine na yung isang peking Pilipino na nakatakbo bilang mayor (If we look back and look at the whole picture, we were deceived. Imagine that a fake Filipino can run for mayor),” Gatchalian pointed out.
“At kung hindi pa natin na-detect to, pwedeng maging congressman, pwedeng maging governor. At ilang pang ganitong posibilidad o ilang pang ganitong pangyayari na meron tayo sa ating bansa dahil hindi lang natin nakikita (And if we’re unable to detec this, they can become congressman, or governor. And how many such incidences like this can happen in the country just because they fail to detect it),” he said.
