DPWH, JICA reinforce flood control plans for Pasig-Marikina, Cagayan river basins

The Department of Public Works and Highways (DPWH) and the Japan International Cooperation Agency (JICA) have continued to strengthen long-term collaboration for the enhancement of flood control strategies in the Pasig-Marikina and Cagayan river basins.
DPWH Senior Undersecretary Emil K. Sadain led the discussion meeting with JICA Senior Representative Yanagiuchi Masanari, which focused on the revision of flood control master plans within the framework of a technical cooperation study introduced in May 2024.
This effort seeks to mitigate flood risks by integrating comprehensive water resource management and improving inter-agency coordination.
Under President Ferdinand R. Marcos, Jr.'s directive, the project addresses water conservation and use for irrigation, power generation, and sustainable flood control.
DPWH is also working with the Department of Environment and Natural Resources (DENR) to integrate flood control measures into infrastructure development and environmental management.
“The integration of these significant components in the priority Flood Control Management Programs of DPWH supports the call of President Marcos to promote efficient and sustainable use of water resources in vital areas by providing sufficient water supply and irrigation to agricultural lands and fostering the usage of renewable energy as part of our substantial efforts in mitigating the adverse impact of climate change on our country,” Sadain said.
Scheduled for completion by October 2025, the project aligns with government efforts under the Bagong Pilipinas administration to address the Philippines' persistent flooding issues.
