He arrived from Manila at 9 a.m. and was sworn in a ceremony presided over by Eastern Mindanao Area Police Command chief Major Gen. Benjamin Silo Jr. in Camp Quintin Merecido here.

Torre acknowledged the challenges ahead and is grateful for the trust placed in him as PRO-11 head. He assured the people that he will continue PRO-11 programs.

He vowed to maintain peace and security in the Davao region and combat crime, including illegal drugs and smuggling. He said his top priority is the Philippine National Police (PNP) mission.

Torre replaced Police Brig. Gen. Aligre Martinez who was relieved from his post 45 days after assuming office and three days after the unsuccessful June 10 police operation to arrest Pastor Apollo Quiboloy and five others here.

Martinez and 12 other policemen were reassigned to other areas.

Quiboloy faces charges of child abuse, sexual abuse, and qualified human trafficking in courts in Davao City and Pasay City.

Torre did not discuss the incident and said he would wait for directives from higher headquarters regarding the arrest of the fugitive pastor and his co-respondents.

“Right now, the focus is the PNP mission,” Torre said, adding that he would perform his duties and responsibilities expected as police regional director.

Torre sought everyone's support and cooperation in his efforts to serve the people of the Davao region and fulfill the PNP's mission and vision.

The PRO-11 welcomed Torres and said they are looking forward to continued support, trust, and confidence from the local governments and people of Davao.

“May the PRO-11 be allowed to serve, protect, and carry out our duties and responsibilities in the best way possible.”

Torre, born in Jolo, Sulu and raised in Koronadal City in South Cotabato, was the former PNP Communications and Electronics Service director. He belong to the PNP Academy Tagapaglunsad Class of 1993.
