DMW shuts down travel consultancy firm in Bulacan for 'bogus' jobs

A Bulacan-based travel consultancy company was shut down by the government for allegedly offering fake jobs in Europe to overseas Filipino workers (OFWs) and prospective overseas job seekers, the Department of Migrant Workers (DMW) said on Friday, June 14.
DMW Secretary Hans Leo J. Cacdac identified the recruitment agency as High Dreamer Travel and Tours Services, which he said was using social media platforms such as Facebook to target prospective applicants and lure Filipinos for bogus jobs.
"High Dreamer has no valid license to offer jobs overseas and is not a registered recruitment agency with the DMW," said Cacdac.
“Once again, the Filipino community in Poland proved to be a valuable ally in stopping these illegal activities. We thank them for their vigilance in reporting the illegal activities of High Dreamer to our Migrant Workers Office in Prague (MWO-Prague),” he added.
DMW personnel, led by Undersecretary Bernard P. Olalia, went to the High Dreamer Travel and Tours’s office located in Paseo del Congreso, Catmon, Malolos, Bulacan, and effected the closure order.
Based on the investigation, Olalia said the travel agency was promising jobs for production workers, agricultural workers, cleaners, restaurant workers, construction workers, and cleaners in Europe with prospective monthly salaries ranging from P70,000 and P80,000.
The agency was allegedly charging processing fees from prospective applicants of P100,000 to P300,000.
The investigation added that the processing fee can be paid in three installments and is non-refundable.
He said officers and personnel of High Dreamer Travel and Tours Services will face serious charges of illegal recruitment, will be included in the DMW "List of Persons and Establishments with Derogatory Record" and shall be blacklisted from participating in the government’s overseas recruitment program.
"The closure of the travel agency is the 10th closure operation since January 2024 conducted by the DMW to crack down on illegal recruiters preying on OFWs and applicants who wish to work abroad," said Olalia.
He then urged other applicants who fell victim to the illegal recruitment activities of High Dreamer Travel and Tours Services to contact the Migrant Workers Protection Bureau (MWPB) for the filing of cases against the travel agency.
