BAGUIO CITY – Mayor Benjamin Magalong of this city has said that the P250 congestion fee in the Central Business District on Session Road is just a proposal.

It is being thoroughly studied by the city government under the Smart Urban Mobility Project in the transportation system development plan here.
"This has not yet been agreed upon, the city government has many series of interactions with stakeholders, including a public consultation with residents to gather suggestions and opinions on the Baguio City transportation system development plan," Magalong said.
He said the congestion fee is an unsolicited proposal submitted by the Metro Pacific Tollways Corp. (MPTC) under the public private partnership (PPP) scheme where the private sector will invest their funds for the realization of projects with shared economic benefit in the local government unit.
Magalong assured the public that the holistic solutions presented during the public consultations are being presented for transparency and public scrutiny.
The mobility fee proposal was from a study conducted by MPTC last March that showed that a P250 mobility fee will prompt 20 percent of motorists to change their travel patterns and will not travel during peak hours.
The study showed that it is an effective policy to reduce congestion levels within the CBD.
The proponent said that it will continuously engage the public and stakeholders on their proposal, including proposed fees.
