2 Eastern Samar towns achieve stable internal peace status
TACLOBAN CITY – Sulat and San Julian in Eastern Samar have been placed under Stable Internal Peace and Security Condition (SIPSC) on Tuesday, June 11, after no New People’s Army rebels have been sighted in the two municipalities for several years.

Sulat Mayor Javier Zacate and San Julian Mayor Dennis Estaron Julian expressed gratitude to all stakeholders involved in achieving SIPSC and recognized the collaborative efforts that led to the milestone.
Brig. Gen. Noel Vestuir, commander of the 802nd Infantry (Peerless) Brigade, commended the municipalities for their commitment to security and peace.
He praised the collaboration of the local government units and communities in achieving SIPSC and highlighted the collective efforts toward a secure environment.
"With our declaration of Sulat and San Julian as Stable Internal Peace and Security Conditions, we have delivered a strong message that we are united in our quest to end the local communist armed conflict and in maintaining a peaceful and secure environment for the peace-loving people of Sulat and San Julian," Vestuir said.
A Memorandum of Agreement (MOA) and Pledges of Commitment symbolizing a unified dedication to peace and progress of both municipalities were signed.
The release of white doves emphasized the message of peace and new beginnings for the municipalities.
Sulat and San Julian were cleared of NPA influence in 2022, setting the stage for their current state of stability.
