Comelec to require candidates to submit recent photos - not from 20, 30 years ago

The Commission on Elections (Comelec) is set to require candidates to submit photos taken within six months before filing their Certificate of Candidacy (COC), which will be the only photos they can use for their campaign materials.
In a radio interview on Teleradyo Serbisyo, Comelec Chairman George Erwin Garcia said that the goal is to prevent misrepresentation and misinformation. He also stressed how new voters would not recognize candidates who would use photos from 20 to 30 years ago.
"Sa akin po, sa pictures man lang maipakita na ito yung itsura mo ngayon, ikaw ito ngayon, upang kung iboboto ka ng botante alam ng mga botante na yung binoboto itong itsura, at itong taong ito (For me, it's for them to show in photos that this what they currently look like so when someone votes for them, the voters would know that this what the actual person looks like)," he said.
"Sa bandang huli naman po naniniwala ako na dapat kung ano yung makatotohanan, yun dapat ang ilalahad natin sa ating mga kababayan (In the end, I believe that we should provide the people with what's genuine)," he added.
Garcia said that they have yet to decide on how many photos will be submitted to them. Once submitted, he mentioned that the creation of campaign materials will be limited to the photos that they give to the poll body.
If they do not use these photos, Garcia said that it would be considered as illegal campaign materials.
"Ang sa atin po hindi naman po iisa ang pinapasubmit natin. Kung sampu yan madaming posing na pupwede nilang gawin basta ba sila yun (We're not requiring them to just submit one photo. If there's 10 photos they can do a lot of poses as long as it's not altered)," he said.
The poll chief added that they are not against enhancing photos so long as it's not entirely different from how they look.
"Kung ang pictures mayroong enhancement na tinatawag, tinanggal yung mga nunal, okay na po yun enhancement po iyon e. Pero yung mukha namang hindi magkatulad ang kanilang itsura, larawan, eh para sa atin po misrepresentation yun (If there's enhancement in the photos such as removing moles, it's all right with us. But if the photo is very different from what they look like, then for us that's misrepresentation)," he said.
The filing of the COCs will be from Oct. 1 to Oct. 8.
