President Marcos' "compelling and rational' keynote address at the 21st International Institute for Strategic Studies (IISS)-Shangri-La Dialogue in Singapore will convince more nations to side with the Philippines on the West Philippine Sea (WPS) issue.
Thus, said House Speaker Martin Romualdez in a statement Saturday morning, June 1, less than 24 hours removed from Marcos' historic speech and participation at the dialogue.
According to Romualdez, Marcos' keynote address, titled "Seven Realities and Three Constants: Addressing the Regional Security Challenges Facing Indo-Pacific," emphasized the Philippines' unwavering commitment to peace, sovereignty, and the rule of law.
“The President delivered a clear, compelling and rational articulation of our country’s legal and geopolitical position, particularly in the [WPS]. As such, I expect more members of the international community to join the growing chorus calling for observance of the rule of law and diplomacy for dispute resolution,” said Romualdez, who was part of the official delegation to the event.
He commended Marcos for his resolute stance on upholding international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the 2016 Arbitral Award that invalidated Beijing's expansive claim in the South China Sea, where the WPS is located.
"The President's message is clear: the integrity of our maritime zones and our sovereignty must be respected. This is not only a legal right but a moral imperative. By adhering to international law, we can ensure that the [WPS] remains a sea of peace, stability, and prosperity," said the Speaker.
“The House of Representatives fully supports President Marcos' initiatives and looks forward to working closely with the executive branch to advance our national interests, uphold international law, and contribute to regional peace and stability,” Romualdez said.
Marcos delivered the speech on the heels of China’s recent unilateral imposition of a fishing ban in the South China Sea, with a threat to arrest “intruders". The threat reportedly covers areas over which the Philippines has sovereignty, sovereign rights, and jurisdiction.
Also, in recent months, the China Coast Guard (CCG) and maritime militia vessels have carried out increasingly aggressive actions against Philippine Coast Guard (PCG) Vessels and fishing boats. These have included the use of water cannon and ramming.
"The President has shown that the Philippines stands firmly for diplomacy and dialogue. This approach not only benefits our nation but sets a precedent for how disputes should be managed globally. It is through diplomacy that we can build a more stable and secure Indo-Pacific region," Romualdez emphasized.
Marcos' address also underscored the importance of regional cooperation and the centrality of ASEAN in maintaining peace and stability in the Indo-Pacific. He called for stronger alliances and partnerships, particularly with countries that share the Philippines' commitment to a rules-based international order.
Romualdez echoed this sentiment, and stated, "ASEAN's role is crucial in navigating the complex dynamics of our region. By strengthening our alliances with like-minded nations and supporting ASEAN's central role, we can create a united front that upholds peace and security."
