The Philippine Charity Sweepstakes Office (PCSO) released a guide for the public on how to download the "E-Lotto" application.

On May 8, PCSO said that the initial step for manually downloading the E-Lotto app is to "Go to elotto.pcso.gov.ph."
Then, on the "lower right" corner, click the "app" icon to manually install the E-Lotto application.

By clicking the app icon, users can now register to the E-Lotto app.
To qualify for registration, users must be at least 18 years old.

Bettors will also need to provide valid government-issued IDs and use a subscriber identity module (SIM) card registered in the Philippines.
Users may also scan the quick response (QR) code in the said website to download the app.

Trial run
The trial run of the E-Lotto app started in December 2023 and will last for one year.
Pacific Online, the partner of PCSO for online lotto implementation, described the initiative as "game-changing."
“This first-ever official, innovative and game-changing web-based application betting platform is available to fully registered and PCSO-verified players 18 years old and above…starting Dec. 15, 2023,” it said.
