Pasig City Mayor Vico Sotto together with QCU president Dr. Theresita V. Atienza, PLP president Dr. Glicerio M. Maningas, and Carlo Fernando of USAID-EDC led the partnership.

The initiative was funded through the second chance opportunities (Opportunity 2.0) Program by the US Agency for International Development (USAID)-Education Development Center (EDC).

The executive course for the barangay leaders is a six-month online training program that aims to assist barangay officials, youth leaders, community organizers, and OSY completers of Alternative Learning System (ALS) and Technical Education And Skills Development Authority (TESDA) courses.

Additionally, participants are expected to develop detailed programs that respond to the needs of the Pasig City's out-of-school youth.

Sotto expressed his gratitude to the QCU in sharing their initiative to the Pasigueño.

"Sa LGU level, lagi nating sinasabi na kapag meron tayong best practices, kapag may nalalaman tayo, dapat hindi tayo madamot. Pag may nakita tayong mas magaling kesa sa atin, dapat magpakumbaba tayo and learn from them. Salamat QCU for your initiative to share your knowledge to us in Pasig City through the BLeSDS for the OSY project (At the LGU level, we always say that when we have best practices, when we know something, we should not be selfish. When we see someone better than us, we should humble ourselves and learn from them. Thank you QCU for your initiative to share your knowledge with us in Pasig City through the BLeSDS for the OSY project),” he said.

The Pasig City local government unit (LGU) and other officials, several faculty members of QCU and PLP graced the said event.
