Ethics complaint vs ex-Speaker Alvarez could constitute 'disorderly behavior'--solon

Ako Bicol Party-list Rep. Jil Bongalon says the ethics complaint filed against former House Speaker, Davao del Norte 1st district Rep. Pantaleon Alvarez alleges violations that could constitute "disorderly behavior". 

Bongalon, a vice chairman of the House Committee on Ethics and Privileges, had this to say during a press conference Monday morning, May 6. 

"Basically the complaint alleges three violations of the code of conduct that amounts to disorderly behavior as a public official, conduct unbecoming  as well as violation of the libel provision, and inciting to sedition of the provisions of the Revised Penal Code (RPC)," he said.

Mayor Rey T. Uy of Tagum City filed the ethics complaint, which was found sufficient in form and in substance by the committee last week. 

Bongalon said a copy of the complaint was emailed to Alvarez's office last Friday, May 3. A copy was also sent to the Mindanao lawmaker via registered mail. 

Alvarez, known to be a close ally of former president Rodrigo Duterte, was given 10 days to answer the complaint. Bongalon said the committee has yet to receive a response.

The Ako Bicol congressman expects a hearing to be held on the ethic case "any day next week". 

"Disorderly behavior" was among the grounds cited by the House for its expulsion of Negros Oriental 3rd district Rep. Arnolfo "Arnie" Teves Jr. in August 2023. But before this, the controversial Teves was slapped with two 60-day suspensions. 

Mayor Uy's complaint raised before the House panel Alvarez's alleged libelous remarks against his fellow government officials, including the vice governor of Davao del Norte; his continued absences in the House; and his seditious remarks wherein he appealed to the Armed Forces of the Philippines (AFP) to withdraw its support from President Marcos.
