DepEd said End-of-School-Year rites for the current school year shall be conducted from May 29 to 31, 2024.
Schools were advised to hold their EOSY rites in indoor venues with proper ventilation or covered courts to avoid exposure to the extreme heat of the sun.
While graduation and moving-up ceremonies mark a milestone in the lives of the learners, DepEd said these shall be conducted without "excessive spending, extravagant attire, or extraordinary venues."
DepEd also warned that no personnel shall allowed to "collect any kind of contribution or fee" for the graduation or moving-up ceremony.

Amid the extreme heat experienced in many parts of the country, the Department of Education (DepEd) reminded schools to implement measures that would ensure the safety of learners, personnel, and other stakeholders during the conduct of graduation and moving-up exercises for School Year (SY) 2023-2024.
“To ensure the safety and protection of learners, teachers, and attendees schools are advised to hold their EOSY rites in indoor venues with proper ventilation or covered courts to avoid exposure to the extreme heat of the sun,” DepEd said in Memorandum No. 23 series of 2024 signed by DepEd Undersecretary Gina Gonong.
“Schools shall avoid scheduling their EOSY rites during the time of the day when temperatures are at their highest,” DepEd said as it issued the guidelines for the conduct of the k To 12 Basic Education Program EOSY rites for the SY 2023-2024.
DepEd and local government units (LGUs) have been suspending face-to-face classes since April due to extreme heat affecting learners in schools nationwide.
As of May 3, DepEd said on-site classes have been suspended in almost 8,000 schools nationwide. Students in these schools are under Alternative Learning Modes (ADMs).

Simple and meaningful
Just like the previous years, DepEd reiterated its existing policies on the conduct of EOSY rites.
“Graduation and Moving-Up ceremonies shall be simple but meaningful,” DepEd said.
“While these rites mark a milestone in the lives of the learners, graduation and moving-up ceremonies shall be conducted without excessive spending, extravagant attire, or extraordinary venues,” the agency added.
DepEd also reminded that learners are not required to fulfill or participate in non-academic projects as articulated in DO No. 66 s. of 2017 or the Implementing Guidelines on the Conduct of Off-Campus Activities.
These projects include attendance at field trips, film showings, the Junior-Senior Promenade, and other school events. DepEd stressed that these shall “not be imposed as graduation or completion requirements” among learners.
DepEd said that for public schools, expenses relative to EOSY rites shall be charged to school Maintenance and Other Operating Expenses (MOOE) subject to existing guidelines.
“No DepEd personnel shall be allowed to collect any kind of contribution or fee for the Graduation / Moving-Up ceremony,” the agency warned.
SY 2023-2024 EOSY
DepEd announced the conduct of the EOSY for Kindergarten, Grade 6, Grade 10, and Grade 12 and Alternative Learning System (ALS) learners who satisfactorily meet the curriculum requirements at the end of SY 2023-2024.
The theme for SY 2023-2024 EOSY rites shall be “Kabataang Pilipino Para sa Matatag na Kinabukasan ng Bagong Pilipinas.”
“This theme highlights the pivotal role of education in shaping Filipino youth as the vanguards in building a stronger and progressive nation,” DepEd added.
Citing DepEd Order No. 003 s. of 2024, Amendments to DepEd Order No. 022 s. of 2023 (Implementing Guidelines on the School Calendar and Activities for the School Year 2023-2024), the EOSY rites shall be any of the dates from May 29 to 31, 2024.
