Muntinlupa LGU, BuCor sign agreement to protect cultural, historical landmarks
The Muntinlupa City government and the Bureau of Corrections (BuCor) signed a memorandum of agreement to protect and preserve five cultural and historical landmarks located inside the New Bilibid Prison (NBP) Reservation.

The landmarks are the Jamboree Lake with Liberty statue, Memorial Hill (Grotto ng Mahal na Birheng Lourdes), NBP Administration Building (Maximum Compound), Japanese Cemetery, and Director's Quarters, all located in the reservation.
The agreement is based on City Ordinance 99-020 on “implementing the preservation, restoration, upgrading, and maintenance of all declared cultural and historical landmarks, treasures, parks, shrines, monuments, buildings and other similar establishments or resources located within the jurisdiction of the City of Muntinlupa and prescribing penalties for violations thereof.”
Under the agreement, the city government “maintain and, if necessary, reconstruct, refurbish, and upgrade the following landmarks, subject to the guidelines promulgated by the National Government through the National Historical Commission of the Philippines.” It will also repaint the facade of the NBP Administration Building.
The city government will also “provide technical assistance and support in the preservation, conservation, and documentation of the cultural heritage properties. This may include, but is not limited to, conducting research, providing expert advice, and carrying out conservation treatments.”
For its part, the BuCor will “be responsible for the day-to-day care and maintenance of the cultural heritage properties, including but not limited to, cleaning, security, and visitor services.”
The BuCor will “also grant the City access to all those landmarks upon prior coordination with the BuCor Base Command, PIO, and NBP Superintendent for site inspections, clean-up drives, greening activities, and rehabilitation works.”

It will also allow visitors to the landmarks “subject to conditions that ensure the preservation and protection of the properties.”
In addition, it will also allow visitors to the facade of the NBP Administration Building and the Director's Quarters during city-coordinated city tours.
The Muntinlupa City government and BuCor also agreed “to develop existing and new facilities such as, but not limited to, the Jamboree Lake Pavilion, visitor center, viewing decks, waiting sheds, signages, and public toilets.”.
“Both parties agree to undertake all reasonable measures to preserve the cultural heritage properties in their current state, including preventing any major renovations or changes that would alter the properties’ historical, cultural, or architectural significance. This agreement recognizes the importance of maintaining the authenticity and integrity of the properties for future generations,” according to the agreement.
A technical working group has been created to assist the two institutions “in the research, planning, implementation, and evaluation Of policies, programs, and projects for cultural and historical properties within the NBP Reservation.”
