Caloocan City partners with LTFRB, local transport cooperatives for Service Contracting Program


Caloocan City Mayor Dale “Along” Malapitan on Monday, May 20, has signed a Memorandum of Agreement (MOA) with the Land Transport Franchising and Regulatory Board (LTFRB) and local jeepney and operators transport cooperatives to implement the Service Contracting Program (SCP).

The jeepney transport cooperatives members will receive Php 20 for every kilometer traveled, in exchange for strictly following their registered routes.

“Ayon po sa mga kooperatibang nakausap natin, sa isang araw ay umaabot sa 100 hanggang 120 kilometro ang tinatakbo ng isang jeep kaya kung susumahin ay may karagdagan silang Php 2,000 hanggang Php 2,400 kita. Malaking tulong po ito sa araw-araw na gastusin kaya sana po ay maayos nating masunod ang mga kondisyong napag-usapan (According to the cooperatives we talked to, a jeep drives 100 to 120 kilometers in a day, so in total they have an additional income of Php 2,000 to Php 2,400. This is a big help with daily expenses so I hope we can properly follow the conditions discussed),” Mayor Malapitan said.

“Batid ko po na mayroon pa rin talagang mga sumusuway sa mga panuntunan kagaya ng mga kolorum na jeep. Makakaasa po kayo na humahanap tayo ng mga solusyon hindi lang upang mahuli ang mga lumalabag sa batas, kundi pati na rin ang pagsiguro na matutulungan natin na hindi na sila umulit pa (I know that there are still those who defy the rules like the colorum jeeps. You can rest assured that we are looking for solutions not only to catch those who break the law, but also to ensure that we can help them not do it again),” he added. 

Officer-in-Charge of the Public Safety and Traffic Management Department (PSTMD), Jay Bernarado said around 90-95 percent of jeepeney operators and drivers associations (JODA) already consolidated with loca transport cooperatives.
