Duterte ally Alvarez slapped with ethics case; House panel takes jurisdiction

Don't look now, but Davao del Norte 1st district Rep. Pantaleon Alvarez has an active ethics case in the House of Representatives.
"Active" in this case means that the Committee on Ethics and Privileges has acquired jurisdiction over a complaint filed against the former House Speaker.
Alvarez is a close ally of former president Rodrigo Duterte. Both are critics of the Marcos administration.
"Basically the Committee on Ethics and Privileges has already acquired jurisdiction over the case, considering that the committee was able to determine the sufficiency of its form and content of the sworn complaint affidavit filed by Mayor Rey T. Uy of Tagum City," Ako Bicol Party-list Rep. Jil Bongalon told House reporters Thursday afternoon, May 2.
Bongalon is a vice chairman of the committee, which held a Zoom meeting Thursday to discuss whether or not the Uy complaint is worthy of further deliberation. Apparently, it is.
"The complaint alleges circumstances that constitute disorderly behavior and violation of the code of conduct of the House of Representatives, also violation of [a] different law like the Revised Penal Code (RPC)," Bongalon said.
He further explained what the ethics case against Alvarez was about. He mentioned three items in particular.

First, Bongalon said the complaint cited Alvarez's continued and unjustified absences from committee hearings and sessions in the House.
Second, he noted the libelous remarks made by Alvarez against his fellow government officials, including the vice governor of Davao del Norte and other local officials.
"And number three, which is the very strong allegation, is the seditious remarks made by Congressman Alvarez during the rally that transpired during this month of April," Bongalon said.
Alvarez upset a handful of his House colleagues when--in a speech in front of his constituents in Tagum City last April 14--he urged the Armed Forces of the Philippines (AFP) to withdraw its support from President Marcos.
He said this would force Marcos to step down and allow Vice President Sara Duterte to take over the reins of the country. Vice President Duterte is the daughter of former president Duterte.
Informed about the complaint on Thursday night, Alvarez only had this to say to reporters: "I submit my case to the best judgement of the House Ethics Committee."
