Yamsuan gives cool shout-out to honest NAIA porter in Rotary Club speech

Bicol Saro Party-list Rep. Brian Raymund Yamsuan gave a special shout-out recently to Victor Perez, at the Ninoy Aquino International Airport (NAIA) who made the news for his honesty.
Yamsuan did so as he gave a speech before officers and members of the Rotary Club Makati Dasmariñas on the topic of good governance, which he said demands private citizens to be "upright members of society who care to help their government perform well".
He said this could be as simple as refusing to engage the services of fixers in applying for passports or drivers’ licenses, so that transparency would be promoted and encouraged instead of corrupt practices.
He cited the example of Perez, the NAIA porter who stumbled upon $10,000 in cash.
Perez eventually found the owner of the money, a Korean tourist, and returned it to the foreigner.
Instead of pocketing the money for himself, “mas pinili ‘nya ang dignidad (he chose dignity). That is definitely a moment we can all be proud of as Filipinos,” Yamsuan said.
The neophyte solon says good governance is a two-way street in that, if the government and its citizens can make the idea of good governance “so viral and contagious", it would become “the new standard for every public office, not just here in the Philippines, but around the world".
“Good governance contemplates a system designed to serve you, not frustrate you,” he said.
Yamsuan said making good governance viral can be the key to changing one’s negative perception of government and its employees—"from current beliefs na ang gobyerno ay kurap, puro pangakong napako, at mga inutil (that the government is corrupt, can't fulfill promises, and is useless)—to the ideal belief of a transparent, accountable and reliable one. It can spark hope that change is possible.”
Yamsuan is a former Department of Interior and Local Government (DILG) assistant secretary.
