BAGUIO CITY – The Senate Sub-committee on Constitutional Amendments and Revision of Codes kicked off regional consultations on Charter change on Friday, May 17, in this city.

This initiative aims to gather public feedback on proposed amendments to the economic provisions of the 1987 Constitution, particularly Resolution of Both Houses No. 6.
RBH No. 6, authored by Senate President Juan Miguel Zubiri, Senate President Pro Tempore Loren Legarda, and Sen. Sonny Angara, seeks to relax foreign ownership restrictions in three key sectors – public utilities, higher education, and advertising.
The proposed amendments involve adding the phrase "unless otherwise provided by law" to relevant articles in the Constitution.
The subcommittee had already held five public hearings in Metro Manila, featuring contributions from the framers of the 1987 Constitution, stakeholders in the affected industries, and experts.
These consultations provided valuable insights into the original intent behind the restrictions and the potential impact of proposed changes.
Angara, sub-committee chair, emphasized the importance of nationwide engagement.
"We aim to hear from local leaders, businesses, and higher education institutions in Luzon, Visayas, and Mindanao. This will ensure a comprehensive understanding of regional perspectives on this crucial discussion."
The sub-committee will proceed to Cebu City (March 23) and Cagayan de Oro (March 24) for further consultations.
Zubiri, Loren, Angara, and Senators Bong Go and Ronald dela Rosa anticipated in the event at the Lafayette Luxury Suites. Local officials and prominent personalities also attended the gathering.
Following the regional consultations, the sub-committee will compile all gathered information to shape its committee report.
