Tagum City Mayor Rey Uy is making no bones about it: he wants Davao del Norte 1st district Rep. Pantaleon Alvarez expelled from the House of Representatives.
In a chance interview Tnursday afternoon, May 16 on the sidelines of the Committee on Ethics' hearing on the case filed against Alvarez, complainant Uy said the former House Speaker’s offenses were "too much", thus he needed to be kicked out of the lower chamber.
Despite this, the smiling mayor from down south described Alvarez as his "best friend".
"[The expectation] is for his expulsion," Uy told House reporters.
"Yeah, because that’s too much, ‘wag nating gagawin ‘yong freedom of expression na maski ano na lang ang i-sabi natin sa mga kapwa nating mga official (let's not use freedom of expression as an excuse for us to say things about our fellow officials)," he said.
"Freedom of expression is not absolute, kaya may batas tayong libel eh, hindi ka basta-bastang mag-mura na lang dito maski sino (that's why we have a law on libel, you don't just cuss out anyone)," added Uy.
Uy was alluding to the contents of the complaint, which the committee found to be sufficient in form and in substance during an earlier hearing.
The complaint cited three grounds to punish Alvarez: First, the complaint cited Alvarez's continued and unjustified absences from committee hearings and sessions in the House; Second are the libelous remarks made by Alvarez against his fellow government officials, including the vice governor of Davao del Norte and other local officials; and third, Alvarez's alleged seditious remarks during an April rally in Tagum wherein he asked the Armed Forces of the Philippines (AFP) to withdraw support from President Marcos.
Alvarez, a close ally of former president Rodrigo Duterte, attended Thursday's panel hearing. Uy said Alvarez sat on the side opposite to him.
"You know Congressman Alvarez, we’re best of friends," Uy claimed.

"Walang pulitika ito, trabaho lang (There's no politics here, just doing my job). I’ve been in politics since 1988. Yeah, since 1988, wala po akong minura (I've never cussed put anyone) , I respect all my colleagues, I respect my co-public officials...We are best of friends, magkasama kami 2019 na elections (we were together during the 2019 elections)," he said.
Despite speaking fondly of Alvarez, Uy insisted that he has "said a lot of things that were unbecoming of a public official".
"Sobra-sobra na po (It's too much already)," he further said.
The Davao del Norte solon addressed the committee during the closed--door hearing. He didn't apologize, Uy told the reporters. The mayor said its "too late" for Alvarez to apologize, anyway.
It was later leaned that the panel dropped the complaint on Alvarez's absences since he had been with his constituents in his district.
