CAMP VICENTE LIM, Laguna – Police Brig. Gen. Paul Kenneth Lucas said the Police Regional Office 4-A, with the Highway Patrol Group 4-A, seized a total of 222 modified muffler or open pipes and other unauthorized vehicle accessories during a three-day intensified crackdown in the Calabarzon region from May 10 to 12.
The operations enforced Presidential Decree 96 that prohibits the unauthorized use and attachment of sirens, bells, horns, whistles, and similar devices that emit exceptionally loud or startling sounds, as well as dome lights and other signaling or flashing devices on motor vehicles.
Lucas said the operations aimed to enhance public safety and ensure that only authorized vehicles are equipped with such devices, reducing noise pollution and preventing the misuse of emergency signals.
PRO 4-A units across the region have set up strategic checkpoints on major roads and highways to inspect vehicles for unauthorized sirens and other signaling devices.
Eighteen Light Emitting Diode (LED) lamps, horns, nine strobe lights, 58 fog lights, four dome lights, and five blinkers were seized during these checkpoints.
Police have launched public awareness campaigns to educate vehicle owners about the provisions of Presidential Decree 96 and the legal consequences of violating this decree.
Lucas said offenders face penalties, including fines, and in severe cases, legal action.
“We seek the cooperation and support of the public in reporting such violations and we encourage everyone to be vigilant and report any misuse of sirens and similar devices to local authorities,” he said.
"The unlawful use of sirens and flashing devices not only disrupts public order but also poses a significant safety risk. We shall ensure that such devices are reserved strictly for emergency and official use only,” Lucas added.
