To report human rights concerns access online portal CHR MISMO
How can the poor, disadvantaged, and marginalized members of society reach the Commission on Human Rights (CHR) to seek help for their grievances?
They can seek help and assistance through the CHR's Management Information System Monitoring Outlet or CHR MISMO, an online complaint portal that is easily accessible by society's most vulnerable members.
The portal enables the CHR to connect with its clients in real time regardless of their location, the commission said in a statement.
It said that CHR MISMO is client-friendly and user-friendly, with availability in Filipino and English languages to ensure broad accessibility. The portal is also easy to navigate and visually intuitive, it also said.
The CHR launched the online portal during its annual Partners Summit on May 13 held at the CHR New Building in Quezon City.
Chairperson Richard P. Palpal-latoc said that CHR MISMO has helped them adapt to modern times and maximize the benefits of technology in carrying out their duties.
"We recognize the inevitability of changes occurring in our midst so we must learn to adapt so that we can effectively march forward and meet head-on the challenges brought about by the times," Palpal-latoc said.
He also said: "CHR MISMO was designed to enhance efficiency, effectiveness, and timeliness in transactions. It is expected to bridge the gap between the people and the Commission’s services, thus, ensuring smoother and hassle-free interactions in the pursuit of human rights service for the Filipinos."
Commissioner Monina Arevalo Zenarosa, on the other hand, said the CHR MISMO portal is not just a technological innovation, but a "testament" to the commission's unwavering dedication to continually evolve in its service to the people.
"CHR MISMO embodies our commitment to making our services more accessible and transparent, ensuring that no one suffers undue harm and that everyone can seek justice without fear or intimidation," Zenarosa said.
"This groundbreaking online portal is a concrete manifestation of the steadfast mission of the CHR to serve and protect the rights of all individuals," she also said.
The CHR has worked hard in maintaining its ISO (International Organization for Standardization) Certification, which has institutionalized its Quality Management System (QMS), the commission said. Currently, 12 out of 16 CHR regional offices and two major programs are ISO certified, it also said.
CHR Executive Director Jacqueline Ann de Guia shared that the QMS journey of the CHR has ingrained in them a client-focused approach. "The needs of our clients are at the heart of our operations," she said.
Since many Filipinos are hindered from reporting their human rights concerns due to geographical challenges as well as time and cost restraints, De Guia said that the CHR has decided to reach out to them through CHR MISMO.
"The system only requires minimal internet connection and provides feedback through text messages, simplifying the process and eliminating the need for complicated login procedures. Clients will receive updates directly via text, seamlessly linking them to the CHR," she added.
