Fulfilling the promise of K to 12 employability

Group highlights crucial role of industry participation in skills training

An advocate group on Saturday, May 11, underscored the importance of industry participation in skills training to boost the employability of K to 12 graduates.

In a statement, the Philippine Business for Education (PBEd) welcomed the signed joint memorandum circular (JMC) of the Department of Education (DepEd) and the Technical Education and Skills Development Authority (TESDA).

The said JMC aims to ensure quality-assured assessment for certification of Senior High School (SHS) students taking up the technical-vocational livelihood (TVL) track.

“This is a step toward the fulfillment of K to 12’s promise of employability,” said PBEd Executive Director Justine Raagas.

By design, Raagas noted that the K to 12 program aims to give students enough time to acquire skills to thrive in whatever path they choose to take. “The disjunction in implementation and collaboration among government, industry, and academe has been our biggest hurdle, and we are glad to see things moving along,” she added.

The said circular mandates the assessment of the technical and vocational skills of SHS learners under the TVL track so they can earn a national certification that can serve as their ticket to employment.

In addition, the two agencies, along with the Department of Labor and Employment and Commission on Higher Education signed joint memorandum circular 2 that embeds technical-vocational education and training (TVET) in SHS tracks.

The said circular tasks the DepEd to lead the curriculum development and revision of the SHS curriculum to embed TVET across SHS tracks.

TESDA and CHED, on the other hand, shall support DepEd with technical expertise in the review of the curriculum. TESDA will also be in charge of certifying SHS graduates, while CHED shall work on developing guidelines on credit transfer policies for students with relevant TVET certifications.

Meanwhile, the DOLE shall facilitate employment linkages and partnership initiatives with employers to make sure that SHS learners acquire industry-relevant skills that are matched with the career opportunities available.

Along with these developments, Raagas underscored the crucial role of industry participation in these efforts.

“We urge greater private sector participation in the ongoing SHS review, and call on business leaders to open work-based training opportunities to lead to employment,” Raagas said.

Wanting to ensure equal opportunities for Filipino children, PBEd also expressed hope that through these initiatives, “we’ll be a step closer towards realizing our goal of making multiple and diverse pathways to success at reach for every Filipino, through proper education and training.”
