CHR assures commitment to protect, promote workers' rights


On Labor Day, Wednesday, May 1, the Commission on Human Rights (CHR) acknowledged the "invaluable contributions" of Filipino workers, both in the Philippines and abroad, to the nation's progress and development.

It assured its commitment to protect and promote workers' rights.  

It urged the government to address the gaps in promoting workers' rights, such as unemployment, underemployment, contractualization, attacks against labor union leaders and members, among other things.

"At the same time, it is important to highlight efforts to address labor issues to ensure consistent implementation of comprehensive support mechanisms for the vulnerable and disadvantaged workers," the CHR also said in its statement. 

It noted that on Labor Day, there would be several protests conducted across the country. It said it has deployed investigation teams to cover these protests. It expressed hopes that the government will demonstrate its commitment to protecting workers and their rights by allowing them to redress their grievances and conduct peaceful protests.

The CHR recalled that it signed a memorandum of agreement (MOA) and data sharing agreement (DSA) with the Department of Labor and Employment (DOLE) on Oct. 20, 2023 to help both agencies address labor-related challenges. 

Through the agreement, both agencies will help aid in the speedy and comprehensive conduct of investigations on violations of workers' freedom of association and right to organize, reinforce close cooperation for case build-up and evidence gathering, and provide financial assistance for violations or abuses of workers' rights.

The CHR commended DOLE and other relevant government agencies in their implementation of programs that help advance the plight of workers in the country like the Integrated Livelihood Program, Tulong Panghanapbuhay sa Ating Disadvantaged Workers, Public Employment Service Office (PESO), Government Internship Program, and Special Program for the Employment of Students, to name a few.

"In solidarity with all Filipino workers, CHR reaffirms its commitment to safeguarding their rights. Workers across all sectors deserve our utmost salute and honor. Let us all unite in creating a society where every worker is given fair treatment, just compensation, and safe working conditions," the CHR stressed.
