Valenzuela City 2nd district Rep. Eric Martinez is proposing the use of a heat index warning system--akin to the typhoon signal system being used by the weather bureau--during summer.
Martinez floated this in an interview Monday, April 8, a few days after he prodded the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) to take on the responsibility to declare the suspension of classes on days of intensely hot weather.
He noted that the heat index could be designated numerical levels one to three, for example, with number three potentially representing a situation wherein Filipinos, particularly learners, should stay indoors.
"Kasama na rin dun sa protocols yun. Halimbawa, [kung] heat index no.3, everyone is advised to stay indoors. So ang DepEd na rin, guided na," Martinez said.
(That's included in the protocols. For example, under heat index no.3, everyone is advised to stay indoors. So the Department of Education will have a guided.)
"Ay, pag ganitong heat index no.3, they could say, 'Ayan oh walang face-to-face learning. Online tayo,'" noted the Valenzuela lawmaker.
(If it's heat index no.3, they could say, 'Let's cancel face-to-face learning and hold online classes instead.)
"We have to adopt to this new normal," said Martinez, who added that weather patterns could change again and disrupt classes.

"Sabi nila ibalik yung school year sa June dahil nga daw sa init naman. Eh paano kung wala rin palang ulan sa June,, mainit na rin. Tapos ang ulan eh dumating September, October, November, December. So nag-iiba na naman. Things are changing, kaya kailangan we adapt well," he said.
(Because of the summer heat, there are those saying that the beginning of the school year should be reverted to June. But what if it still continues to be hot in June? And the rainy season occurs from September to December? So it changed again. Things are changing, that's why we need to adapt well).
"The only way we could adopt well is some sort of technology and science involved in decision-making," Martinez said.
