Manila traffic bureau reminds public of 'motorcycling clamping,' 'e-trike, e-bike ban' on national roads starting April 15

The Manila Traffic and Parking Bureau (MTPB) reminded the public of the implementation of motorcycle clamping and road restriction on tricycles, electric tricycles and bicycles, pushcarts, kuligligs and pedicabs, starting April 15.
The Metropolitan Manila Development Authority (MMDA) Regulation No. 24-002 Series of 2024 includes the following national roads in Metro Manila:
- President Quirino Avenue
- Araneta Avenue
- Epifanio delos Santos Avenue
- Katipunan/C.P. Garcia
- Southeast Metro Manila Expressway
- Roxas Boulevard
- Taft Avenue Osmena Highway
- South Super Highway
- Shaw Boulevard
- Magsaysay Boulevard
- Aurora Boulevard
- Quezon Avenue
- Commonwealth Avenue
- Andres Bonifacio Avenue
- Rizal Avenue Del Pan
- Marcos Highway
- McArthur Highway Elliptical Road
- Mindanao Avenue
- Marcos Highway Boni Avenue
- Espana Boulevard
- Such other roads and thoroughfares as may be determined by MMDA
According to MMDA, drivers of such units will be fined P2,500 if they are caught passing through the selected roads in Metro Manila.
Units will also be confiscated and impounded if the driver is not registered and/or does not present a driver's license.
Only the following cases will be considered in the roads restriction:
1. Crossing of tricycles, push carts, pedicabs, crickets, e-bikes, -trikes, and light electric vehicles to get to the other side of the road divided by the selected national roads
2. Tricycles traveling no more than 500 meters on covered roads to and/or from a U-turn slot to cross the road
3. Light Electric Vehicle (LEV) traveling in bike lanes on selected national roads in accordance with the Republic Act No. 11697 or Electric Vehicle Industry Act
MMDA said LEVs include electric scooter, electric bicycle, electric personal transport or other similar vehicles weighing less than 50 kilograms
In all cases mentioned, traffic authorities said drivers must give the right of way to all incoming vehicles especially if it is dangerous to him or his passenger.
Meanwhile, MTPB also reiterated the start of the implementation of the motorcycle clamping stamping. Violators will be fined P900.
It said motorcycles that are illegally parked in tow-away zones and other restricted areas throughout the City of Manila will be clamped.
The motorcycle clamping is pursuant to City Ordinance 8998, an amendment to Sections 2 and 4 of Ordinance No. 8109, which was approved on November 21, 2023.
