Gabriela Party-list Rep. Arlene Brosas is urging President Marcos to mandate special breaks during times of severe heat to protect workers across all sectors.

In a statement, Brosas said Marcos should swiftly issue an executive order imposing the so-called heat breaks, along with other necessary safety measures.

“As temperatures soar across various regions in the country, reaching potentially dangerous levels, workers are at heightened risk of heat-related illnesses and fatalities," said Brosas.

"Both the government and employers share responsibility for ensuring the health and safety of workers,” she noted.

Last year, the Department of Labor and Employment (DOLE) issued Labor Advisory No. 8, which provided guidelines for addressing extreme heat situations.

These includes rest breaks, temperature-appropriate uniforms and personal protective equipment, and free drinking water for employees.

Brosas, however, said the advisory falls short in covering all workers, regardless of employment status.

"Labor Advisory 08-23 fails to protect outdoor workers and informal workers, including those in agriculture, docks, construction, delivery riders, and other platform workers. These workers face a higher risk of heat stress and potentially heat strokes," the Gabriela solon said.

The lady lawmaker has urged workers to engage in dialogue their employers and local government units (LGUs) to prod them to implement policies that will prioritize their safety amid the sweltering heat.
