14 Cavite LGUs lauded for child-friendly governance; Carmona gets 100% rating

CARMONA CITY, Cavite – A total of 14 local government units (LGUs) in Cavite were recognized during the Regional Awarding Ceremony of the 2022 Seal of Child-Friendly Local Governance (SCFLG) held at the Carmona Community Center on Thursday, April 4.

Present during the awarding ceremony were Council for the Welfare of Children (CWC) Undersecretary Angelo M. Tapales, Department of the Interior and Local Government 4A Regional Director Ariel O. Iglesia, Open Heart Foundation Worldwide Inc. Executive Director Rosalinda Perez, SOS Children's Village Director Johnald Lasin, Cavite 5th District Rep. Roy M. Loyola, regional and provincial officials, and representatives of awarded cities and municipalities.

The cities in Cavite that were given recognition were Bacoor, Carmona, Dasmariñas, General Trias, Imus, and Tagaytay.

Awarded Cavite municipalities, meanwhile, included Alfonso, General Mariano Alvarez, Magallanes, Maragondon, Mendez Nuñez, Naic, Noveleta, and Silang.

Tapales said that out of 142 municipalities audited in Calabarzon in 2022, 63 LGUs successfully passed the evaluation.

“'Yan po ay mataas po kasi hindi po lahat ay naco-conferan ng Seal of Child-Friendly Local Governance (That is indeed a significant achievement because not all are conferred with the Seal of Child-Friendly Local Governance),” Tapales stated.

“Dun sa 63 po na pumasa, isa po ay nakakuha lang naman ng 100%… Ito po ang Carmona City. Of course, hindi magpapahuli ang ibang LGUs natin kasi 25 lang naman ang nakakuha ng above 95% (Among the 63 that passed, one even scored a perfect 100%... This was Carmona City. Of course, the other LGUs are not far behind, with 25 of them achieving above 95%).”

For LGUs to successfully pass the audit, they must achieve a total passing score of 80% for five categories: survival, development, protection, participation, and governance.

Also recognized during the ceremony were LGU awardees from Batangas, Laguna, Quezon, and Rizal.

 

Exciting times for children

Tapales mentioned that in celebration of its 50th anniversary, the CWC is aspiring to evolve into the Philippine Commission on Children, with counterpart bills in the Senate and the House of Representatives, for the establishment of the commission.

“This will be a bigger agency and presumably with a bigger budget, para mas marami pa po tayong matulungan na LGUs, mas marami pa po tayong maabot at matulungan at maprotektahan na mga bata,” Tapales said.

The council is also pushing for the creation of the Magna Carta for Children, revising Presidential Decree No. 603, otherwise known as the Child and Youth Welfare Code, issued in 1974.

The CWC also launched the Makabata Helpline 1383 which will help address children’s concerns, from cases of bullying, violence against children, mental health concerns, and online and offline sexual abuse.
