PBBM orders increase of funds for this year's barangay dev't program

President Marcos has allowed some 846 eligible barangays to access the Local Government Support Fund-Financial Assistance to Local Government Units (LGSF-FALGU) for higher budget provision to support the National Task Force to End Local Communist Armed Conflict’s (NTF-ELCAC) Barangay Development Program (BDP), National Security Advisor (NSA) Eduardo Año said on Thursday, April 4.

During the Palace press briefing, the official reported on the 5th Executive Committee (EXECOM) meeting of the anti-insurgency task force, which discussed the BDP’s current programs and budget.

Año disclosed that under the 2024 General Appropriations Act (GAA), only a total of P2.6 billion or P2.5 million per barangay was appropriated.

“The President said that the 2.5 million per barangay is small. He said, we have to do more; we have to do better than that; and we will try to reach 10 million per barangay,” he said.

“The President has directed the Cabinet to increase the financial support to the 846 BDP barangays for 2024. He tasked the DBM to allow the 846 barangays to access the FALGU or the Financial Assistance through LGU so that their requirements for farm-to-market roads and water system and sanitation can immediately be funded this year,” he added.

According to the Department of Budget and Management’s (DBM) website, FALGU is a “service rendered when an eligible LGU submits its request for financial assistance to the DBM.”

The request will be evaluated by the Local Government and Regional Coordination Bureau (LGRCB) “based on existing laws, rules and regulations, prioritization, and just and equitable distribution.”

Año said that the Department of Interior and Local Government (DILG) and the DBM will discuss “the numbers and workout the immediate implementation of the President’s directive.”

“The President also directed the NTF-ELCAC to propose specific programs and projects for continuous implementation of projects for the 5,430 barangays that have been part of the BDP program since its inception,” he added.

The BDP under the NTF-ELCAC “was established with the end goal of bringing development to conflict-affected communities.”

According to Año, the program has since allocated a total of P30.4 billion to benefit some 4,501 barangays nationwide “that were cleared of NPA (New People’s Army) influence.”
